国家测绘局领导的测绘教材委员会为了以改革的精神把教材建设搞活搞好，于1985年7月制订了教材评选和推荐出版的办法，以鼓励更多有经验的教师编写教材，以便评选和推荐有特色的、质量较高的教材出版。同时还制订了《测绘教材“七五”选题规划》，以便有计划地出版所需教材。测绘教材委员会下没工测、大地、摄影测量与遥感、制图等四个专业组。1986年四个专业组分别召开了工作会议，回顾了一年来的工作；评审了《摄影测量的误差处理和可靠性理论》、《测量平差教程》、《应用大地测量学》、《椭球大地测量学》等四种教材；讨论了如何推进测绘类教材建设等问题。
