甜菜是吉林省主要经济作物之一,近年来播种面积在100万亩左右。目前,甜菜生产耕作粗放、单产水平不高、保苗率低、争工费时、愁种愁收,极大地影响了甜菜生产的发展。为了解决这个问题,尽快研制、改革和推广适于甜菜生产的配套机具,摸索甜菜生产机械化的途径,落实华主席关于抓农业机械化的样板,也要抓一个糖料机械化的样板的指示。1978年省农机局会同省农业局、一轻局组织有关科研、生产等单位,在农安县哈拉海公社进行了甜菜生产机械化试点。
