西部开发目前普遍面临资金、技术、人才等生产要素短缺的制约,许多地方难以找到实施开发的切入点。地处西部不发达地区和贫困高原地带的黔南布依族苗族自治州首府都匀市,自1998年5月以来,大胆实践,勇于创新,利用“资本置换”这一在政府和市场共同作用下实现社会资源重组和配置的有效手段,在加快旧城改造、深化国企改革和促进区域性经济发展等方面取得了很好的效果,为西部地区激活生产要素、发掘潜在优势拓展了一条值得借鉴的新路。
