党的十三届五中全会指出,继续坚定不移地执行治理整顿和深化改革的方针,是克服当前经济困难,实现国民经济持续、稳定、协调发展的根本途径。治理整顿的目标之一,就是要进一步深化和完善各项改革措施,逐步建立符合计划经济与市场调节相结合原则的,综合运用各种经济手段的宏观调控体系。而计划管理体制是经济体制的主体和核心,计划体制改革的根本目标在于:建立一个统一性和灵活性相结合的计划体制,做到大的方面管好、管住,小的方面放开搞活,以促进生产力的发展。为了实现这一目标,笔者认为计划体制的深入改革,应当进一步抓好指导性计划的全面实施工作,彻底突破“指令性计划是计划管理的
