In recent years, Latin American countries with Venezuela and Mexico as “leaders” are accelerating the process of regional energy integration. For Latin American countries, energy integration is almost a consistent demand. It means that it can get rid of the Western capital especially the United States to Latin America The control of energy sources, the increase of their own fiscal revenue, the diversification of energy investment and exports, the more low-cost oil and gas in oil and gas-poor countries also mean the withdrawal of Western capital, technology and talent, and the major energy powers have been expanding their own fields.
