After the Fourth Plenary Session of the Thirteenth Central Committee, the Central Committee clearly stated that it is necessary to continue to implement the president responsibility system while emphasizing the political core role of the party organizations. There are roughly three kinds of understanding of this formulation: First, it is believed that the central government emphasizes the “political core,” which means restoring the unified leadership of the party and canceling the responsibility system of the president; secondly, it considers this to be the party organization of the 13th CPC National Congress. To ensure the negation of the role of supervision; third is to believe that “a center” and “a core” contradict each other.
