通过对华东县两所乡镇卫生院的典型调查,旨在论证稳定乡镇卫生院职工队伍的可行性。研究结果表明:所采取稳定职工队伍的措施产生了明显的效果,并在稳定的基础上,人员素质,技术水平都朝着良性循环的方向发展。但也存在一些潜在的问题,①措施的局限性,目前大多数乡镇卫生院的职工都局限于基本的生活条件,而实际上需要的是更多的工作学习条件,特别是对医疗技术骨干而言。②措施的连续性存在疑问。主要表现在管理体制的不够完善和资金筹集的持久性。针对上述存在的问题,本文指出了相关的配套措施。
Through a typical survey of two township health centers in Huadong County, the aim is to demonstrate the feasibility of stabilizing the workforce of township health centers. The results of the study show that the measures taken to stabilize the workforce have produced significant results, and on the basis of stability, the quality of personnel and the level of technology have developed in a virtuous circle. However, there are some potential problems. The limitations of the measures are that most workers in township hospitals are currently confined to basic living conditions.
