国际金融危机发生以来,我国发展的外部环境和内部条件发生了很大的变化,加快转变经济发展方式的任务更加紧迫。进一步增强我国的综合实力和竞争力,在激烈的国际竞争中赢得发展的主动权,最根本的是依靠科学技术,最关键的是大力推进科技创新,大幅度提高自主创新能力。党和政府始终高度重视科技事业发展,2006年全国科学技术大会对国家中长期科技发展作出战略部署,中共中央、国务院发布了《关于实施科技规划纲要增强自主创新能力的决定》,提出必须深化科技体制改革和经济体制改革,进一步消除制约科技进步和创新的体制性、机制性障
