网络空间正成为开阔儿童眼界的摇篮。截至2008年,中国网民已达2.98亿,其中青少年占55.9%,是使用网络较活跃的群体。通过颁布国家法律、强化能力建设、提高公众意识和改善国家网络响应能力等手段着力为青少年营造一种安全、健康和有益的网络环境,已成为全球越来越关注的问题。保障儿童网上安全,首先要求通信运营企业为担负起更多社会责任,推出更多适合儿童的网上信息和健康、文明的网络文化产品。保障儿童网上安全,互联网产业链各环节间应加强沟通、交流与合作,监管部门应加强对网络内容的聚合,加大对文明健康网络产品应用的扶持力度,建设有利于儿童成长的网络增值平台。保障儿童网上安全,还要加大技术创新和业务创新力度,为家庭信息化、校园信息化等社会各领域的信息化提供解决方案,帮助未成年人转变把网络单纯看作娱乐工具的观念,将传统教育与网络教育结合起来,为学生使用网络查询信息、利用教育资源提供便利。
