宜宾县是百万人口大县、农业大县,县城是长江上游一级中心城市宜宾的重要组团,具有能源基地、交通枢纽、新兴工业基地等较强的比较优势。2003年,全县按照“发展要有新思路,改革要有新突破,开放要有新局面,各项工作要有新举措”的要求,结合农业大县、人口大县的实际,发挥独具特色的区位优势、资源优势,抢抓机遇,加快发展,提出了奋斗目标:要实现国内生产总值增长12%,产业结构进一步优化:固定资产总投入额增长20%以上;财政一股预算收入增长12.5%,农民人均收入增加150元;
