党的十四届四次全会通过的关于加强党的建设几个重大问题的决定,是一个具有非常重要的现实意义和历史意义的文献。现在全党都在认真学习和努力贯彻。 我觉得,首先应该从我党所处的国际、国内形势和历史与现实的深刻认识中,来理解中央这个决定的重要性。 当前我们党面临的国际形势正处在十分重要的历史时期。远的不说,经过近百年来的复杂演变,国际形势与本世纪初大大不同了,本世纪我们这个世界从资本主义时代跨入了帝国主义时代,人类经历过两次世界大战和无效次局部战争、内战和起义,终于在帝国主义的链条中打开了缺口,建立了社会主义国家和阵营。接着是长达近半个世纪的冷战,社会主义阵营内部的激烈斗争和苏联东欧的剧变。现在冷战结束,强权政治仍然盛行,世界大战打不起来,局部战争难于避免,新的世界秩序并未建立,多极化正在形成,世界正处在变革消长、竞争激烈和关系错综复杂的状态之中,资本主义和社会主义都走到了十字路口,受到严峻的考验。中华人民共和国屹立于东方,岿然不动,发展迅速,正在崛起,成为影响国际局势发展趋向的一个谁也不能忽视的重大因素。我曾亲耳听过,有一位大国首脑曾在五十年代初说过,人们对新中国“不要有眼不识泰山”。过去和现在,世界上还有某些人包括说此话的首脑大人自己,
