蓬莱市为加强对水利工程管理,提高水资源的利用率,积极探索村级水利综合服务新体制,先后在全市320个村实行了水利工程企业化管理,使这些水利工程完好率和一类工程由过去的30%上升到92%,二类、三类工程由过去的45%、25%下降到4%、3%,亩次用水量由过去的720m~3减少到80m~3。其主要做法如下:(1)健全组织,落实责任,各村由村干部、机械手、管理人员组成3～7人的水利工程服务队,服务队与村委会签订承包经营合同,明确双方的责、权、利,在村委会的指导和群众的监督下,服务队对水利工程实行企业管理,自主经营、自负盈亏;(2)加强管理,提高服务功能,
