党的十四届五中全会通过的《中共中央关于制定国民经济和社会发展“九五”计划和2010年远景目标的建议》,提出了“九五”期间和2010年要实现的“两个翻番”、“两个转变”和“九条重要方针”.《建议》还对今后十五年党风廉政建设和反腐败斗争提出了更高的要求.指出,要“坚持不懈的加强党风廉政建设,深入持久地开展反腐败斗争.坚持党委统一领导,党政齐抓共管.领导于部要以身作则,廉洁自律.严肃查处违纪案件,惩治腐败分子.建立健全防范干部滥用职权的监督制度,坚决纠正部门和行业不正之风,以优良的党风政风推动社会风气好转”.中共甘肃省八届三次全委(扩大)会议,结合我省的实际,也提出了经济发展目标和对反腐败斗争的要求.当前和今后一个时期,纪检监察机关如何适应形势需要,继续加大反腐败斗争的力度,我认为必须正确处理好六个方面的关系:1.正确处理反腐败斗争与经济建设的关系
