借助社会学、管理学和法理学的相关理论,对深圳大运会举办过程中相关政府职能部门在维稳管理中的行为失范现象进行逻辑思辨,并提出如下结论与建议:(1)政府充当举办大型体育赛事的全能管理者,如不添加社会监督、鼓励弱势群体参与等社会元素,必然会引发政府赛事管理中对社会弱势群体权益介入的行为失范;(2)社会排斥、社会信任缺失和追求“政绩”的官本位思想是导致赛事管理中政府行为失范的内在原因;(3)建立多方参与、相互监督的赛事管理社会化新格局,是促使政府赛事管理介入与保障弱势群体权益实现对接的有效途径,也是实现举赛惠民体育宗旨的重要渠道。强化舆论力量、增加社会信任元素、健全弱势群体利益表达机制是保障赛事举办中政府行为得以正确定位、规避赛事管理的行政职能行为失范的有效手段。
