21世纪初期,俄罗斯在亚太地区奉行平衡战略。该战略涉及俄罗斯对亚太国家双边关系的政策、对亚太地区战略竞争及矛盾争端的立场以及对亚太安全与合作结构的态度等方面。俄罗斯奉行该战略的动机主要是为了避免卷入亚太地区的冲突与对抗、防止对任何一方产生依赖、保持亚太地区的力量平衡、巩固俄罗斯在亚太地区的战略地位以及保持俄罗斯的战略行动自由等。俄罗斯的这一战略对中国产生了复杂影响,既有积极影响的一面,也有消极影响的一面,但总体来说,积极影响居主要地位。
In the early 21st century, Russia pursued a balanced strategy in the Asia Pacific region. The strategy involves Russia’s policy on the bilateral relations between Asian and Pacific countries, its stance on strategic competition and conflicts in the Asia Pacific region, and its attitude toward the security and cooperation structure in Asia Pacific. Russia’s motivation to pursue this strategy is mainly to avoid being involved in the conflicts and confrontations in the Asia-Pacific region, to prevent any dependence on any side, to maintain the balance of power in the Asia-Pacific region, to consolidate Russia’s strategic position in the Asia Pacific region, and to maintain Russia’s strategic freedom of operation. This strategy of Russia has had a complicated impact on China, with both positive and negative impacts. However, on the whole, it has a positive impact on its main status.
