“网络民主”是由美国学者斯劳卡最早提出的。网络民主具有形式上的虚拟性、平等性,传播过程中的直接性、开放性、便捷性。网络民主在提高公民的政治参与程度,推动公共决策的科学化、公开化,扩宽民主监督渠道,构建新型民主文化方面产生了积极作用。同时,网络民主也对我国民主政治建设产生了一系列负面作用,它既有可能损害政府的公信力,又有可能导致无政府状态或更加隐蔽的集权控制,而且网络发展还为政治发展的非常规操作提供了便利,等等。因此,加强对网民的教育,完善网络民主机制,建立健全有关的法律法规,加强政府的监管力度,是引导网络民主可持续发展发展的必然选择。
