(一)基本情况湖南自四九年解放以来,土匪已基本肃清,物价已趋稳定,全省从去冬到今年春,有二千万人口以上的地区进行土改,农民的觉悟迅速提高,组织也加强了。农民由于获得土地,生产力得到解放,因之在推销产品与求得生产生活资料上,更来得迫切了,而私商的剥削很重,因此成立合作社便成了目前迫切的要求。
