落实“以县为主”的管理体制,核心是县级政府承担起义务教育办学的主要责任。《国务院办公厅关于完善农村义务教育管理体制的通知》(国办发[2002]28号)将县级人民政府在农村义务教育中的职责细化为10条,其重点是确保按时足额统一发放教职工工资、统筹安排农村中小学公用经费、组织实施农村中小学危房改造,这也是落实“以县为主”管理体制的难
The key to implementing the “predominantly county-based” management system is that the county government should assume the primary responsibility for compulsory education. The “Notice of the General Office of the State Council on Improving the Management System of Compulsory Education in Rural Areas” (Guobanfa [2002] No. 28) categorized the responsibilities of county-level people’s governments in rural compulsory education into 10, with the emphasis on ensuring the timely and full reunification. Distributing staff salaries, coordinating public funds for rural primary and secondary schools, and organizing the implementation of dilapidated housing reforms in rural primary and secondary schools are also difficulties in implementing the “county-based” management system.
