世界卫生组织(WHO)提出2000年人人享有卫生保健的战略目标,预示着加强初级保健工作的重要性。因此加强乡镇一级预防保健工作和提高防疫人员的自身素质是当务之急。1．基本情况:乐清市位于浙江省东南沿海,雁荡山麓。全市总面积为1174平方公里。属亚热带季节气候,平均气温27.7℃。下设21个镇、10个乡,910个行政村,43个居委会。人口110.14万人,60岁以上的老人占10.58%,流动人口占25~40%。经济发展较快,城镇居民人均收入6400元,农民人均收入3792元。全市有医疗卫生机构93个,其中县(市)级综合医院3所,中医院1所,中心乡镇卫生
