基层水资源管理者直接面向广大取用水户,是水资源管理的具体组织者、实施者。通过对基层水资源管理总体情况的调研,总结了地方加强水资源管理能力建设的典型做法,分析了基层水资源管理面临的主要问题,提出了以提升基层水资源管理服务功能为重点,进一步健全水资源管理机构、建立稳定的经费保障机制、合理确定人员编制、建立监督考核机制等建议。
Grassroots water resource managers directly facing the majority of water users are the specific organizers and implementers of water resources management.
