各位代表,各位來賓:大家熱烈盼望的長沙各界代表會議,今天開幕了。这是長沙市人民以主人姿態來參加政權管理,參加民主生活與各项建设工作的開端。也是長沙人民有史以來的创举。各地經驗证明,各界代表會議乃是軍管時期,迅速傅達与實行人民政府各种政策,密切政府与人民的聯繫,初步實行人民民主生活的最好組织形式。因此我們要在這個基础上培养民主精神,發挥人民協助政府旅行政策法令與各種建設工作的作用,打下將來召開普选的人民代表大會,由人民行使全部權力,選兴人民政府的基礎。按照各地經驗,凡大小城市(三万人口以上),如果能够認真作好各界代表會議的工作,則各種政策,可深入群众,对
Dear Delegates, Ladies and Gentlemen, The Changsha meeting of all walks of life, warmly awaited by all, opened today.
