警务督察 ,是随着社会的发展 ,适应新时期公安工作和公安体制改革的需要而新成立、增设的既从属于公安内部而又不同于其他各业务部门的一个职能部门。它是公安机关内部监督体系的一个补充和完善。如何使之在日益繁重的公安工作中健康发展 ,有条不紊地正常运作 ,进一步有效地发挥监督、保障、维权作用 ,以促进公安机关规范化发展 ?笔者以为 :完善用人机制、建立健全工作责任制度和组织物质保障机制 ,是做好警务督察工作的根本保障 ;提高警务督察人员自身素质是做好督察工作的基础
The police inspector is a functional department that has been newly established and added to both the public security and the various other business units as the society develops to meet the needs of public security work and public security reform in the new period. It is a supplementary and perfect internal supervision system of public security organs. How to enable it to develop healthily in an increasingly heavy public security work in an orderly and normal way and to give full play to its role of supervision, safeguard and rights protection so as to promote the standardized development of public security organs? The author believes that: to perfect the employment mechanism, establish and improve the work responsibility system and organization The material security mechanism is the fundamental guarantee for the work of police inspectors. Improving the quality of police inspectors is the basis for inspectors’ work.
