随着国家的经济转型、体制转轨 ,公安队伍的整体素质面临新的挑战。基层公安队伍过去的“静态”管理模式由于其管理上的被动性 ,难以适应时代的发展要求。这就需要我们立足公安工作实际 ,把握改革发展的脉搏 ,强化基层基础工作 ,建立一套适应社会全方位大发展的“动态”管理模式。本文试就当前基层公安队伍的管理模式和发展方向 ,从坚持开放的管理原则、强化规范的管理秩序、拓宽学用互补的管理渠道几个方面提出了一些建设性的想法 ,力求使基层公安队伍目光超前 ,在面临多方面挑战的同时 ,掌握管理的主动权 ,理顺管理体系 ,增强管理活力 ,朝着民主化、科学化、智能化的方向发展 ,从而提高基层公安队伍管理工作效益 ,实现公安工作的总体目标。
With the country’s economic restructuring and system transition, the overall quality of public security forces faces new challenges. The past “static” management mode of grassroots police ranks is difficult to adapt to the development requirements of the times because of its passive management. This requires us to base ourselves on the reality of public security work, grasp the pulse of reform and development, strengthen grassroots work and establish a “dynamic” management model that suits all-round development of society. This article tries to put forward some constructive ideas on the management mode and development direction of the grassroots police forces at the grassroots level, from the following aspects: upholding the principle of open management, strengthening the standard management order and widening the use of complementary management channels, In the face of many challenges, we should grasp the initiative in management, rationalize the management system and enhance the vitality of management so as to develop in the direction of democratization, scientization and intelligence so as to enhance the efficiency of grass-roots police team management and achieve The overall goal of public security work.
