If natural occurrence and natural differences are regarded as the entropy of regional system movement, then the progress of science and technology is the negative entropy flow of regional system development. Because from a long-term trend, science and technology are the basic and most important forces that affect the development of the region. In essence, science and technology fall into the category of ideas. The former is the sum of human understanding of the operating mechanism of things, and the latter is the sum of human experience of the activities they are engaged in.
