2004年7月14日,国家发展改革委办公厅、司法部办公厅下发《关于做好中西部地区司法所规划和建设工作的通知》。《通知》指出,根据《中共中央关于进一步加强和改进公安工作的决定》(中发〔2003〕13号)精神,为支持中西部地区基层乡镇司法所建设,经报国务院同意,2004年国家发展改革委将安排国债资金用于中西部地区基层乡镇司法所建设。一、建设规划和2004年计划编制原则(一)各地发展改革(计划)部门要会同司法行政部门认真编制基层乡(镇)司法所建设规划,重点解决中西部地区有机构、有编制的乡(镇)司法所项目,优先解决无房问题。在规划的基础上,分轻重缓急编制2004年申请补助国债投资计划。2004年中央安排的国债资金全部用于中西部无房司法所建设项目的土建工程,不要求地方政府配套投资,但征地费和相关的建设
