重庆市彭水县司法局紧紧抓住机构改革的契机,大力加强乡镇司法所建设,经过几年的不懈努力,取得了较好的效果。全县已建成乡镇司法所39个,建所率达乡镇数的100%,配备专职司法助理员45人,兼职司法助理员55人,为全面落实基层司法行政职能奠定了坚定基础。由于司法局对司法所工作抓得紧、抓得实,得到了县委、县政府及各乡镇党政领导的重视和支持,乡镇司法所的机构设置很快得到落实。去年6年初,全县39个乡镇司法所全部正式挂牌,39个乡镇司法调解中心全部更名,重新组建了39个乡镇人民调解委员会,并建立了规范化的人民调解室。司法局及时与各乡镇协调,为各乡镇司法所逐一落实了办公场所,并帮助制定完善了内部管理、纠纷调解、法制宣传、安置帮教等各项制度。
Chongqing Municipal Bureau of Public Security Pengshui firmly grasp the opportunity of institutional reform, vigorously strengthen the construction of township justice, after years of unremitting efforts, and achieved good results. The county has built 39 township judicial institutes, the rate of 100% of the number of township construction, with 45 full-time judicial assistants, 55 part-time judicial assistants, for the full implementation of grassroots judicial administrative functions and laid a solid foundation. Due to the fact that the Judicial Bureau grasps the work of the judicial institute tightly and grasps it, it has obtained the great attention and support from the party committees, the county governments and the party, government and leadership of all townships. The establishment of the organs of the township judiciary is soon to be implemented. At the beginning of last year, in early 2006, all 39 township judicial institutes in the county were formally listed. All 39 township judicial mediation centers were renamed. 39 mediation township people’s mediation committees were reorganized and a standardized people’s mediation room was established. The Bureau of Justice timely coordinated with all townships and towns and implemented the office space for the township and town administration of justice one by one and helped to formulate and perfect various systems of internal management, dispute mediation, legal publicity, resettlement and teaching.
