“七五”期间,我国高等级公路建设事业取得了突破性进展。为了总结高等级公路建设与管理的经验,进一步推动公路建设事业的发展,交通部工程管理司与中国科协共同编写了《高等级公路建设与管理》一书(已由中国科学技术出版社正式出版)。国务院副总理邹家华同志为该书撰写了“中国需要发展高等级公路”一文。全文对高等级公路在国民经济中的地位和作用以及行业发展政策、发展方向等方面都作了精辟的阐述,既充分肯定了“七五”时期公路发展的经验,又为“八五”计划和十年规划期间的公路发展指明了方向,在理论和实践上都具有指导作用。故将全文在本刊发表。
During the “Seventh Five-Year Plan” period, China’s high-grade highway construction made a breakthrough. In order to summarize the experience of high-grade highway construction and management and to further promote the development of highway construction, the Department of Engineering Management of Ministry of Communications and China Association for Science and Technology jointly prepared the book “High-grade Highway Construction and Management” (formally published by China Science and Technology Press publishing). Vice Premier Zou Jiahua of the State Council wrote a paper entitled “China needs to develop high-grade highways.” The full text expatiates on the status and function of high-grade highways in the national economy as well as industry development policies and development direction. It not only fully affirmed the experience of highway development during the “Seventh Five-Year Plan” period, And the road development during the ten-year planning period point out the direction, both in theory and in practice.
