中央人民政府政务院命令为统一币制,决定收回东北银行和内蒙古人民银行所发行的地方流通券,并规定三项办法如下:(一)自一九五一年四月一日起,责成中国人民银行限期以人民币收回东北银行和内蒙古人民银行所发行的地方流通券。收兑比价仍照现在牌价,即东北银行和内蒙古人民银行地方流通券每九元五角兑换人民币一元。(二)自一九五一年四月一日起,东北地区和内蒙古地区一切计价、记账、契约等均改为以人民币为法定货币本位。一九五一年四月一日以前的债权债务关系,均按本命令所规定比价折合人民币计算清偿。(三)东北银行和内蒙古人民银行,均自四月一日起改组为中国人民银行的下级机构。希即遵照办理。此令。总理周恩来一九五一年三月二十日
The Central People’s Government State Council ordered a unified currency system and decided to withdraw the local circulation bonds issued by the Northeast Bank and the Inner Mongolia People’s Bank and stipulated three measures as follows: (1) From April 1, 1951, the People’s Bank of China Deadline to recover the local circulation bonds issued by the Bank of Northeast and Inner Mongolia People’s Bank in RMB. The exchange rate still according to the current price, that is, the Northeast Bank and the Inner Mongolia People’s Bank of the local circulation of nine yuan Pentagon convert one yuan. (2) With effect from April 1, 1951, all the pricing, accounting and contracts in the Northeast and Inner Mongolia areas have been changed to renminbi for the legal currency. The credit and debt relations prior to April 1, 1951, are calculated and settled in Renminbi at the prices specified in this order. (3) Both Northeast Bank and Inner Mongolia People’s Bank are reorganized into subordinate institutions of the People’s Bank of China since April 1. That is to follow suit. This order.
