建立持久、稳定的筹资机制是新型农村合作医疗长效运行的前提基础。在农民、政府及医疗机构等利益相关主体博弈导致合作医疗出现支付瓶颈的约束条件下,三方相关利益主体陷入博弈困境。本文从政府、医方、农民三方角度分析了制约我国新农村合作医疗发展的问题,以求在破解当前的筹资困境,并探讨新的筹资模式。
Establishing a long-term and stable fund-raising mechanism is the prerequisite basis for the long-term operation of the new rural cooperative medical system. Under the constraint of the payment bottleneck caused by the game of stakeholders such as peasants, governments and medical institutions, the relevant stakeholders in the three parties fall into a game predicament. This article analyzes the problems restricting the development of new rural cooperative medical care in China from the perspectives of the government, the medical profession and the peasants, in order to crack the current financing difficulties and to explore new financing modes.
