电信卡余额过期是否应该作废的大讨论反映了不同群体的利益诉求 ,而辩明电信卡的法律性质是探讨及如何解决电信卡余额过期作废问题的前提。电信卡是电信卡发行人和使用者之间设定电信服务的协议 ,是一种电信服务合同关系。电信卡服务较之一般的服务具有其内在的特殊性 ,消费者的选择权非常有限。政府主管部门应考虑到消费者的弱势地位 ,采取有效解决措施 ,切实地保护消费者权益。
The discussion of whether the expiration of the telecom card should expire reflects the interest demands of different groups.
