随着信息化建设的不断深入,企业业务对IT的依赖不断增强.一方面,企业不断投资购建各种硬件、系统软件和网络,另一方面不断开发实施ERP、SCM、CRM、决策支持和知识管理等各种各样的软件系统.在这种情况下,企业不仅要求IT服务持续不间断地支持业务运营,而且要求IT服务能够创造更多的机会,使得业务部门能够更好地达到业务目标.但是,经过长期的投资和建设,许多企业发现IT并没有达到他们所期望的效果.这就是人们所说的“IT黑洞”、“信息悖论”和盲目投资等现象.
