近几年来,电子工业飞速发展,信息传递技术日新月异,公用网普及率及可靠程度不断提高使防汛通信事业面临新的机遇和挑战。但是洪水灾害的突发性,受灾面积的广泛性,及抢险救灾的特殊性,仍然离不开防汛通信专网。而现有防汛专网要建立防洪实时信息收集和现代化处理系统,实现预报调度、指挥决策的自动化,必须在现有通信专网的基础上,逐步向具有多种功能的ISDN综合业务数字网过渡。
