改革开放初期由于历史和现实的种种原因,这一时期的学校艺术教育在整个学校教育中仍然是一个十分薄弱的环节。马鞍山市区小学美术师资状况在这一时期相当长的一段时间内,存在着严重的师资匮乏、学历层次较低、非专业化问题。为改变这种状况,马鞍山市教委采取了“调整、引进、外聘”的人才策略,建立和运用激励机制等措施,经过多年努力,锻造了一支能满足市小学美术教学需求、在省内具有一定优势的小学美术教育师资队伍。
