近年来,随着经济的发展和各项改革的不断深入,我国社会财力的分配格局发生了重大的变化,使预算外资金高述增长,其整体规模大有与预算内资金并驾齐驱的势头,其增长幅度较预算内资金有过之而无不及。因此,如何加强预算外资金管理,怎样引导这部分资金的合理流向,提高其资金使用效益,已成为广大财政工作者亟待研究解决的紧迫课题。笔者针对当前预算外资金管理中存在的问题,提出如下治理思路: ——加强预算外资金管理与健全法制建设相结合,通过建制、立规、立法,将预算外资金管理纳入法制轨道。——加强预算外资金管理与加强政策宣传相结合,通过广泛宣传,提高有关部门和单位加强预算外资金管理重要意义的认识。
In recent years, with the development of economy and the continuous deepening of various reforms, the distribution pattern of social financial resources in our country has undergone major changes. As a result, the extra-budgetary funds have been exalted. The overall scale has kept pace with the budgetary funds. The growth rate is more than the budget funds have. Therefore, how to strengthen the management of extra-budgetary funds and how to guide the reasonable flow of these funds and improve the efficiency of the use of funds has become an urgent issue urgently needed to be studied and solved by the vast numbers of financial workers. In light of the current problems in extra-budgetary fund management, the author proposes the following treatment ideas: - To strengthen the combination of extra-budgetary fund management and sound legal system construction, and to introduce the administration of extra-budgetary funds into the legal system through establishing systems, establishing rules and legislation. - To strengthen the management of extra-budgetary funds and strengthen policy advocacy. Through extensive publicity, we should raise awareness of the importance of strengthening the management of extra-budgetary funds by relevant departments and units.
