从三峡水利枢纽的作用和效益看来,我们深为三峡枢纽给我们国家所带来的美好远景而感动。这项工程的完成,不仅象征着我国水利技术已超过世界水平,也意味着我国的建设向共产主义社会又迈进了一大步。现根据大会所要讨论的三项主要问题提出几点初步意见,作为长办参考。一、有关正常高水位问题1.基本上同意初设要点所采取的设计洪水和计算方法,建议对不同的、更不利的各种类型洪水组合——如迟到洪水型作进一步校核。2.建议坝前正常高水位暂定为197～198公尺,这样对百年一遇或二百年一遇洪水所造成的尾水
From the perspective of the role and benefits of the Three Gorges Project, we are deeply moved by the beautiful prospect brought by the Three Gorges Project to our country. The completion of this project not only symbolizes that our water conservancy technology has surpassed the world standard, but also means that our country’s construction has taken another major step toward communism. Here are some preliminary comments on the three major issues to be discussed by the General Assembly as reference for the office. I. Issues related to normal high water levels 1. In general, we agree with the design floods and calculation methods adopted at the initial points. It is suggested that different and more unfavorable types of flood combinations - such as late-onset flood types - be further checked. 2.
