在编制三峡水利枢纽初步设计要点报告阶段,通过建筑物的水工设计工作,说明了修建水利枢纽的技术可能性和经济合理性,提出了在不同坝段,以及相应于不司正常高水位的比较合理的建筑物布置方案和工程数量、投资、施工进度等技术经济指标。在这一阶段为了便于对大量方案进行比较,大部分设计条件都是根据一般常用的规范拟定的,建筑物所采用的型式尺寸,也大多取其大致合理可行,一股不作深入详尽的比较和论证。这种作法在初步设计要点阶段是完全合理而且必要的。
