现在改革之风,吹遍全疆各行各业。 改革的部门、单位和个人风起云涌。改革成果,振奋人心。林业事业,是国民经济的重要组成部分,林业行业的改革毫不例外,也是势在必行,而且刻不容缓。如果我们还是墨守陈规,不把改革作为当前的头等大事来抓,我们林业行业就要掉队,就要拖开发新疆、建设新疆的后腿。这样说,并不是危言耸听,而是摆在我们面前的严酷事实。 新疆林业行业的改革,虽然已有起步,特别是农村的集体林业和个体林业的改革随着整个农村的改革,已取得初步成效。但林业行政部门和全民企、事业单位的改革,虽然已经起步,但起步不快,步幅也小,可以说是慎重有余,创新不足。

Forestry is an important part of the national economy. The reform of the forestry industry is no exception. It is also imperative and must be urgently impeached. If we still stick to stereotypes and do not regard reform as the top priority at present, we must step out of the forestry sector and we must delay the development of Xinjiang and build the hindquarters of Xinjiang. To say that is not alarmist but a harsh fact before us. Although the reform of Xinjiang’s forestry industry has started, the reform of collective forestry and individual forestry in rural areas in particular has achieved initial success as the entire rural reform progresses. However, although the reforms of the forestry administrative departments and all the state-owned enterprises and public institutions have started, they have been slow to start and small in pace. They can be said to be cautious and innovative.
