福建省医疗保险制度改革自2001年1月1日正式启动实施以来,在福建省委、省政府的正确领导和社会各界的大力支持下,全省各级医疗保险经办机构坚持以“三个代表”重要思想和党的十六届三中全会精神为指针,不断探索与我省实际情况相适应的基本医疗保险管理模式,确保了全省医疗保险制度改革的顺利实施。截止今年9月底,全省基本医疗保险覆盖人群已达282.04 万人。新型的基本医疗保险制度在我省已基本建立、顺利推进和平稳运行。促进了参保人员就医方式和医疗消费观念的深刻变化,推动了医药服务的有序竞争和健康发展,抑制了不合理医疗费用增长,逐步得到社会各界的认可。为促进国有企业改革和维护社会稳定发挥了积极的作用为加快推进和完善社会保障体系建设奠定了良好的基础。
Since the reform of the medical insurance system in Fujian Province was formally put into effect on January 1, 2001, with the correct leadership of the Fujian Provincial Party Committee and the provincial government and the strong support from all sectors of society, the medical insurance agencies at all levels throughout the province adhere to the principle of “ The important thinking of the ”representatives" and the spirit of the Third Plenary Session of the 16th Central Committee of the Party as the guideline, and constantly explore the basic medical insurance management mode in line with the actual conditions in our province to ensure the smooth implementation of the reform of the medical insurance system in the province. As of the end of September this year, the province’s basic medical insurance coverage has reached 2.284 million. The new basic medical insurance system has basically been established in our province, and the smooth progress has been made. It promoted profound changes in the concept of medical treatment and medical consumption for insured persons, promoted the orderly competition and healthy development of medical services, suppressed the growth of unreasonable medical expenses and gradually gained the approval of all sectors of society. It has played a positive role in promoting the reform of state-owned enterprises and maintaining social stability, laying a good foundation for accelerating and improving the construction of the social security system.
