一些地方在放开搞活国有小型企业工作中,对企业“一卖了之”,导致发生国有资产流失、银行债务和拖欠税款悬空、职工合法权益受到损害的现象。为了纠正此类错误倾向,经国务院同意,国家经济贸易委员会、财政部、中国人民银行联合发出《关于出售国有小型企业中若干问题的通知》(国经贸中小企〔1999〕89号)。现将有关保障职工合法权益的部分摘登,供读者参阅。
In some areas, opening up and invigorating the state-owned small-scale enterprises has “sold them one by one” to enterprises, resulting in the loss of state-owned assets, the suspension of bank debts and tax arrears and the impairment of the legitimate rights and interests of workers. In order to correct such erroneous tendencies, with the agreement of the State Council, the State Economic and Trade Commission, the Ministry of Finance and the People’s Bank of China jointly issued the Circular on Several Issues Concerning the Sale of State-owned Small Enterprises (Guo Xiao Mao [1999] No. 89).
