鉴于目前关于外资参股银行业对金融安全影响的研究主要集中于借鉴西方发达国家而非新兴市场国家的经验,本文在系统梳理印度、巴西与阿根廷、墨西哥等国经验教训的基础上,探讨了外资参股银行业对中国金融安全的主要影响及应采取的对策。本文的主要结论是:外资参股虽然改善了中资银行的盈利能力和安全状况、外资机构尚未实质性地控制中国金融资源,中国可在适度保护的前提下继续开放银行业;然而目前中国外资参股政策的局限极易带来诸多金融安全隐患:侵蚀中资银行控制权、控制中资银行管理权、传导国际金融风险、恶化中资银行竞争环境和危及中国信息安全。
In view of the current research on the impact of foreign-invested banks on financial security, we mainly focus on the experience of western developed countries rather than emerging market countries. Based on the systematic review of the experiences and lessons from India, Brazil, Argentina, Mexico and other countries, The Major Impacts of Stock Banks on China ’s Financial Security and Countermeasures to be Adopted. The main conclusion of this paper is: Although the foreign equity participation improves the profitability and safety of Chinese banks, foreign institutions have not materially controlled China’s financial resources and China can continue to open up the banking industry with moderate protection. However, at present, Policy limitations can easily bring about many potential financial risks: erosion of control of Chinese banks, control of Chinese banks, transmission of international financial risks, deterioration of competition in Chinese banks and endangering China’s information security.
