深化企业改革,转换经营机制,是涉及到企业生产关系和利益调整的大变革.所以,搞好宣传发动和思想教育,促使广大职工转变传统观念,增强改革意识,树立市场观念和竞争观念,这是企业深化改革首先必须解决好的问题.我们第六建设公司针对建筑业和石油工业改革发展面临的形势和所遇到的困难,紧密联系公司的实际,深入地进行“三个教育”,取得了很好的效果.一是开展经常性的形势任务教育,不断增强市场观念.长期以来,公司干部职工思想停留在产品经济和生产型管理,有“坐等”的思想,习惯于眼睛向上,依靠上级安排指令性计划和工程任务,缺乏市场竞争观念;没有灵活的经营策略,眼睛只盯着建炼油厂,安于过小日子;习惯于行政式的、固定建制的、以产值为中心的管理方式.针对这些旧的经营管理思想,公司领导班子在分析市场形势及公司的历史现状后,统一了思想认识,作出了多点施工的经营决策,实行两个“转移”:即施工重点由炼厂向油田转移;施工队伍由南方向北方转移.为使广大职工正确理解和执行公司的决策,我们深入开展形势任务教育,通过教育,使大家认识到公司的根本出路在于深化企业改革.只有以项目管理为中心,改革内部管理体制和经营机制,以油田施工为重点,并且做到承揽工程任务不分大小,盈利不分
