1 Profoundly Understanding the Current Situation Facing the Party Conduct and Clean and Honest Administration of the Water Conservancy System and Practically Enhancing the Responsibility and the Urgency of Doing a Good Job in Combating Corruption and Building a Clean Government 2011, just past, is a landmark year in the history of water conservancy. In the past year, the water conservancy system in the whole district conscientiously implemented the spirit of the 6th Plenary Session of the 17th Central Committee of the Discipline Inspection Commission, the 9th Party Congress of the Autonomous Region and the 2nd Plenary Session of the Ninth District of the Commission for Discipline Inspection of the Autonomous Region, and pushed hard to speed up the development of the water conservancy reform
