什么叫“战略”,《辞海》中的解释是:“战略是重大的、带全局性的或决定全局的谋划。”“战略”这个词最早起源于军事学,它是同“战术”相对而言的。后来,被扩展到政治、经济、科技、教育等社会各个领域。讲到战略,它具有三个明显的特征: 1.全局性。即它是全局的指导原则。例如,过去我们提出了沿海经济发展战略,这是带全局性的,涉及到中国经济东部、中部、西部发展梯度问题。又如物资系统在大中城市建立物资贸易中心,这也属于发展战略,因为这涉及到今后整个生产资料市场的模式。再如职工教育要以岗位培训为重点,这也是发展浅略,因为这涉及到整个职工教育的方向。
