同志们: 这次技术改造研讨会,总结了公司8年来特别是“七五”以来技术改造工作的经验教训,探讨了“八五”以及今后10年总公司技改的目标、任务、原则和方法。会议开得很好。韦凡昆副厅长在开幕词中对总公司8年来的技术改造工作所做的总结,我完全同意。通过讨论,大家对“八五”技改工作的思路取得了共识,这对搞好今后的技改工作奠定了思想基础。下面讲两个问题: 一、对前8年特别是“七五”技改工作的基本估价
