在北京和一些地方发生的动乱和在北京演变成的反革命暴乱被彻底平息后,特别是在《全民所有制工业企业法》实施一周年的今天,许多基层党务工作者都在反思:企业实行厂长负责制后,企业党组织建设是加强了呢?还是削弱了?笔者以为,正如宋平同志所讲的那样,在一片加强声中削弱了党的建设。因此,我们一定要按照小平同志“冷静地考虑一下过去,也考虑一下未来”的指示,总结得失,探索前进。如何切实加强企业党组织的建设,重振党的威信?笔者认为,必须进一步改进和完善厂长负责制,但关键是要充分发挥企业党组织的政治核心作用。下面,笔者就这个问题谈几点粗浅的认识和看法。
After the turmoil in Beijing and some places and the counter-revolutionary riots that evolved in Beijing were completely quietened down, especially at the first anniversary of the implementation of the “Law on Private-owned Industrial Enterprises,” many grass-roots party workers are rethinking: Is responsible for the system, the construction of enterprise party organization is to strengthen it? Or weakened? I believe, just as Comrade Song Ping said, in a strengthened tone weakened the building of the party. Therefore, we must follow the instructions of Comrade Xiaoping and “calmly consider the past and think about the future.” We must sum up the gains and losses and explore the course forward. How to conscientiously strengthen the building of enterprise party organizations and revitalize the party’s prestige? I believe that we must further improve and perfect the factory director responsibility system, but the key is to give full play to the political core role of the party organizations in enterprises. Below, I talk about this issue a few superficial understanding and opinion.
