国有企业党委是执政党在企业的基层组织,充分发挥国有企业党委的政治核心作用,有利于促进国有经济的发展,有利于加强党的执政能力建设。《党章》明确规定:“国有企业和集体企业中党的基层组织,发挥政治核心作用,围绕企业生产经营开展工作。保证监督党和国家的方针、政策在本企业的贯彻执行”。目前,国有企业党委的监督地位和监督职责不明确、监督渠道不畅、监督作用不明显。要解决上述问题,企业党组织必须在以下三个方面作出努力。一、增强党委和党员的监督意识1.弄清“四个区别”。一是要弄清“党要管党”和“党只管党”的区别。党的十三大《党章》把“企业党委领
