奖金是按劳分配的补充形式,旨在鼓励职工的积极性,调动职工为企业效益努力工作。奖金也是一种投资,而不是福利。投资就应该讲究投资效益,而目前有些企业奖金投资的效益不高。一个重要的原因,就是奖金分配没有理顺,平均主义的色彩较浓,制约了企业职工内在能量的充分发挥。 据笔者对部分企业的调查,以及从一些企业帐面反映奖金的使用情况来看,有的企业把奖金当作变相的福利,没有与劳动成果、创造的效益挂钩,而是任意把困难补助、工会福利、物价补贴等列在奖金中支出;有的企业遇到矛盾,就用奖金来调节,以此缓解
