1 我局开展“工艺突破口”工作的基本情况我们上海市仪表电讯工业局有173个企事业单位,其中电子行业有108个企业。自1986年以来,在国家机械电了工业部的正确领导下,我局认真地开展了“工艺突破口”工作。先后分三批在仪器仪表、广播电视、光学仪器、电子设备、电真空器件、电子元件、半导体器件等七大行业中的72个企业,开展了“工艺突破口”的试点工作。首先使这些企业建立了健全、统一、有效的工艺管理体系。强化了工艺法规,推行了工艺管理标准,提高了企业的素质,取得了一定的成效。同时树立起一批“工艺突
