建国以来,人事档案作为人事管理的重要部分,发挥着凭证和参考作用,它记载着个人发展和职业生涯选择的,它对国家人才发展、人才安全战略以及人才队伍建设都起着举足轻重的作用,人事档案既是个人信息资源又是国家信息资源。这些档案可以作为各级组织考察、了解和使用人员的重要依据,是党政组织和企事业单位了解选拔人才的重要信息源。目前随着我国各项人事制度改革的推进,人事档案管理和服务的改革和创新势在必行。如果一味地以传统的管理制度和方式方法来管理流动人员人事档案,那么人事档案的管理以及创新成为当今国情重中之重。
Since the founding of the People’s Republic of China, personnel files, as an important part of personnel management, have played a voucher and reference role. They record personal development and career choices. They play an important role in the development of national talents, personnel safety strategies and the building of qualified personnel. Personnel files are both personal information resources and national information resources. These files can be used as an important basis for inspecting, understanding and using personnel at all levels of the organization, and an important source of information for party and government organizations and enterprises and institutions to understand and select qualified personnel. At present, with the reform of various personnel systems in our country, the reform and innovation of personnel records management and service are imperative. If blindly using the traditional management system and methods to manage the flow of personnel files, then the management of personnel files and innovation has become the top priority of today’s national conditions.
