卫生防疫人力资源是实施和完成卫生防疫战略任务的基本资源,也是实现卫生服务目标最重要的资源之一,在卫生领域和“人、财、物、信息和技术”五大资源中占首要地位。卫生防疫人力资源的结构状况从某种程度上反映了某一时期、某一阶段一个地区、部门的卫生防疫事业发展现状。为合理使用、充分开发防疫人力资源,调整卫生防疫队伍的群体结构,制定卫生防疫队伍发展规划提供依据。
Human resources for health and epidemic prevention is one of the most important resources for implementing and completing the task of health and epidemic prevention and the most important resource for achieving the goal of health services. It has the highest priority in the health field and the five major resources of “human, financial, material, information and technology”. The structural conditions of human resources for health and epidemic prevention reflect to some extent the status quo of the development of health and epidemic prevention in a certain region or department at a certain period of time. For reasonable use, fully develop the human resources of epidemic prevention, adjust the group structure of health and epidemic prevention team, and formulate the plan for the development of health and epidemic prevention team.
